Most likely, the tree that you are seeing is called a Swedish Aspen (Populus tremula 'Erecta'). This tree is popular for many reasons:
    1.Great for limited spaces
    2. This tree doesn't produce the 'fluff' that is commonly associated with other Poplars
    3. This tree doesn't tend to sucker
    4. Great for creating a visual screen for the urban landscape.
 
Swedish Aspens have a height of 12m and a spread of 2m. They are a fast-growing tree with a tight, columnar habit, shiny green toothed leaves and unusual twisted branching. This tree will give a wonderful yellow fall colour.
