If you are starting seeds in the house it depends on what type of seed you are planting. It should say on the package when to plant them. Generally about 3 weeks before the last frost, the end of April/ first of May.
Some plant seedlings are too fragile to transplant or don't like their roots being disturbed. It is best to plant them directly outside after the last frost.
